If you have issues downloading the software, click this link and a prompt will appear to save it to a location of choice. I've also installed the application in Windows 10 64bit and it works properly.
When installing, right click the package and choose Run as Administrator. It will give Administrative permission to the installer to copy all the necessary files in the default installation directory.
Installation program can't find setup.lid file. My system is Windows XP 64bit.

The application will never work in a 64bit environment because it's not compatible with it. It was never developed for 64bit support since the operating systems supported are Windows 95 and Windows NT.
CircuitMaker is an application compatible only with old Windows operating systems. You can try to download and install Windows XP Mode and install the application in this environment. Windows XP Mode makes it easy to install and run many applications compatible with Windows XP directly on a Windows 7 computer.
No, CircuitMaker is a Windows program and cannot be directly installed over Ubuntu 16.04.
